Permanent Resident Travel Document

This Travel Document is for Permanent Residents without a PR card and who are outside Canada but planning to return to Canada.
Please read the following instructions carefully. Then review the application kit (http://www.cic.gc.ca/english/information/applications/travel.asp), complete the application form (http://www.cic.gc.ca/english/pdf/kits/forms/IMM5524B.PDF) and submit your application form, fees (processingfees-en.asp) and supporting documents. You should note that this card is only issued in Canada.

Process to Relinquish Permanent Resident Status

If you wish to relinquish your permanent resident status, you must first apply with our office for a residency determination. This process will determine whether you still meet the residency obligations or not. For more information about the residency obligations, see http://www.cic.gc.ca/english/newcomers/about-pr.asp.

If you don’t meet the residency obligations, you will be refused and the refusal letter will constitute the proof you are no longer a permanent resident of Canada. If you still meet the residency obligations, you will have to sign a formal declaration indicating you wish to relinquish your permanent resident status. For all cases, follow the instructions below.

If you still meet the residency obligations, you may be able to relinquish your status only if exceptional circumstances exist. Examples of exceptional circumstances could be eligibility for diplomatic or other official assignments or eligibility to regain full resident status in Korea such as the Korean ID card. In such cases, you will be asked to sign a formal declaration indicating you wish to relinquish your permanent resident status.

How to Apply

  1. Download the application kit and form and review them carefully. They are available at http://www.cic.gc.ca/english/information/applications/travel.asp.  This form is the same as the application for a Travel Document but, in your case, it will serve as a residency determination. Please write RENUNCIATION in bold at the top of the first page. Complete the application form and submit it along with all supporting documents and the fees.   2.  If you cannot read or write English or French well enough to understand the kit and to complete the application form, then the person who helps you prepare your application will have to complete and submit the “Declaration of Interpreter” form found on the last page of this kit.

  3. Don’t forget to sign the application form. At a minimum, you must attach to the form one passport-sized photograph, proof of payment of processing fees and your current passport. Otherwise, we will return the form and all accompanying documents without reviewing it or retaining a record of it.

  4. If you are applying as a family, each person must complete and submit a separate application form but you should submit all applications together.

  5. Applicants in Korea must submit the “Certificate of the facts concerning the Entry & Exit from Korea”. For information on how to obtain this document, you can consult the website of the Korean Ministry of Justice (www.immigration.go.kr) or the nearest Korean immigration office.

  6. You must submit your Permanent Resident Card and/or your Record of Landing (IMM1000) since you will be required to hand over these documents. Any loss of a Permanent Resident Card and/or Record of Landing must be confirmed with a police report.

  7. If the determination is negative, a refusal letter will be given to you, along with your passport, and this will constitute the proof you are no longer a permanent resident. If you want us to return your passport by courier, you should submit a courier slip.

  8. If it is determined you are still a resident of Canada, you will be asked to sign a declaration to relinquish your status at a set time and date.

  9. If it is determined you are still a resident of Canada, it will NOT be possible to relinquish your permanent resident status unless exceptional circumstances exist. Such circumstances could be the eligibility for diplomatic or other official assignments or eligibility to regain full resident status in Korea such as the Korean ID card. In such cases, you will be asked to sign a declaration to relinquish your status at a set time and date.

Declaration of Interpreter

I, ____________________, do solemnly declare that I have faithfully and accurately interpreted in the Korean language the content of this application and any related forms to the person concerned.

This person has informed me, and I do verily believe, that he/she completely understands the nature and effect of these forms, and I make this solemn declaration conscientiously believing it to be true and knowing that it is of the same force and effect as is made under oath.
